L-3 Communications' IEC Software Engineering Group Awarded Software Engineering Institute (SEI) Capability Maturity Model (CMM) Level 3 Rating TM

Anaheim, CA - June 30, 2003– Interstate Electronics Corporation (IEC), a wholly owned subsidiary of L-3 Communications Corporation (NYSE:LLL), announced it has achieved Level 3 in the Carnegie Mellon Software Engineering Institute (SEI) Capability Maturity Model (CMM) for software. IEC becomes one of a few companies within the industry and the Department of Defense contracting arena to reach this level of maturity in its software engineering. The Level 3 achievement is considered to be a key requirement for potential prime contractors by the Department of Defense.

The CMM Level 3 rating was awarded following an extensive audit conducted at company facilities in Anaheim, California from May 19, 2003 through May 23, 2003. The audit, conducted independently by Process Works, Inc. of Rockville, Maryland assessed projects across the entire life cycle of IEC’s software engineering and related processes. The rating substantiates the company's commitment to the exacting processes required for critical software development.

"This highly regarded independent assessment of our software development capability is significant to our customers," notes Robert Huffman, president of IEC. "This achievement will beneficially impact both current and future programs, assuring them that our processes and delivered software programs are of the highest quality, reliability and industry compatibility.”

Editor's Note:

The Software Engineering Institute (SEI) is a federally funded research and development center sponsored by the U.S. Department of Defense through the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics [OUSD (AT&L)]. The SEI contract was competitively awarded to Carnegie Mellon University in December 1984. The SEI technical program is executed by approximately 225 members of the technical staff from government, industry, and academia with an average of 10+ years of experience in the field of software engineering.

The U.S. Department of Defense established the Software Engineering Institute to advance the practice of software engineering because quality software that is produced on schedule and within budget is a critical component of U.S. defense systems. The SEI mission is to provide leadership in advancing the state of the practice of software engineering to improve the quality of systems that depend on software. The SEI accomplishes this mission by promoting the evolution of software engineering from an ad hoc, labor-intensive activity to a discipline that is well managed and supported by technology.
